Yes, I ...I am delighted to post the first comment. Yes, I encouraged Rick to write his story, in part for the reasons he indicates and in part, for the fact that it is an amazing story, rich in experience and rich in inspiration for those who currently teach or study in unversity or elsewhere. <br />Like Rick, I'm a first generation university graduate and until recently when my neice graduated, the only one in the family to do so. Despite coming from two different hemispheres/continents, we share many experieices but there are significant differences. I had advantages Rick did not, which makes his story all the more important to tell and to be read.<br />One theme I think will come through for all readers is the role of luck, fate, god -- whatever one choses to call that which is unknown -- in directing our lives. The choices we make are our own and we need to own them but we are only part creator of our lives as the choices we are presented with afe often not of our own making. This is a tool that evaluates how well and FOI system delivers on its promises of independent access to information. It allocates a rank between 0.0-10.0 to each assessed system and also includes a qualitative analysis.<BR/> <BR/>However, we can monitor, change and amend FOI laws until you-know-what freezes over and still achieve little. The key to a well functioning FOI regime lies in changing the attitudes towards FOI among the administrators and implementers of the system – the public servants and ministers. Rick Snell has pointed this out before. Furthermore the original design and intent of the legislation was heavily modified before being accepted by the major political parties. It was then trimmed further prior to its commencement in late 1992 by the Liberal Government. Throughout the 1990s it was starved of funds and just managed to survive a massive reduction in its scope and operation in the mid 1990s.
